Shops are still available in the spawn mall. They will be high priority once they fill up, because you'll have to wait for somebody else to vacate a spot, or not pay their rent. There are still a lot available, since it is only 3 days after map release.
Prices are as follows:
4 Diamonds per week
+1 Iron per sign
The reason signs are being charged is because they create lag. This means to make your chest private, and have a trade sign, it will be at minimum 2 iron per chest.
